Adds Section 59c clarifying that the Freedom of Information Act does not limit legislative privileges under the Michigan Constitution or create a private right of action for violations.

Adds Section 59d establishing exemptions from public disclosure for personal records including social security numbers, financial records, health information, and internet-use records.

Exempts communications between legislators and constituents (defined as registered voters or residents of the district), except communications with registered lobbyists.

Exempts advisory communications between public bodies, trade secrets, attorney-client privileged materials, ongoing investigations, security measures, and bid/proposal documents until contract award notification.

Exempts records created before January 1, 2019 and records of legislative majority and minority caucuses, but prohibits exempting employee salary records or records otherwise required by law to be publicly available; takes effect January 1, 2019.
