Requires public bodies to separate exempt and nonexempt material in public records and make the nonexempt material available for examination and copying under the Freedom of Information Act.

Mandates public bodies design records to facilitate separation of exempt from nonexempt information to the extent practicable, and generally describe exempted material when separation is readily apparent unless describing it would reveal the contents and defeat the exemption's purpose.

Authorizes the Attorney General to counsel and advise public bodies on administering these provisions upon request.

Takes effect January 1, 2019, contingent on enactment of either Senate Bill No. ____ or House Bill No. 4150 (a tie-bar provision).
