Creates a drinking water emergency loan fund within the state treasury to provide interest-free emergency loans to public water supply owners and operators for contamination remediation.

State Treasurer receives and invests fund monies, with interest and earnings credited back to the fund; unspent balances do not lapse to the general fund at fiscal year end.

Department administers fund and issues loans only when public water supply has no other potable water source and owner/operator cannot secure alternative funding for contamination remediation.

Loans capped at $25,000 principal with 12-month repayment requirement; loan agreements require financial background checks and other terms deemed necessary by the department.

Defines "threat of contamination" as conditions preventing a public water supply from providing adequate potable water meeting state drinking water standards to users.
