School counselors must meet one of three qualification pathways: hold a valid teaching certificate with school counseling endorsement, hold a master's degree from an approved school counselor education program plus pass the department's guidance counselor examination, or have 5 years of school counseling experience in another state within the preceding 7 years plus pass the guidance counselor examination.

Beginning 2 years after the effective date, the department shall not renew a school counselor credential unless the individual has completed at least 25 hours of approved professional development in college preparation and selection, and at least 25 hours in career counseling, with a minimum of 5 hours covering military career options.

Career counseling professional development must cover exploration of military career options, skilled trades, and other careers leading to industry credentials.

School counselors may complete required professional development hours through their school district, intermediate school district, public school academy, or nonpublic school if the content is approved by the department.

The department must develop professional development standards by July 1, 2018, in consultation with the Department of Talent and Economic Development and representatives from school counselors, college admissions, financial aid, employers, and other relevant groups.
