Permits persons attending public body meetings to tape-record, videotape, broadcast live on radio, and telecast live on television without requiring prior approval from the public body.

Requires elected members and members appointed to fill elected positions to be physically present when casting votes at public meetings, with limited exceptions for emergency sessions, critical infrastructure issues, military duty, and one waived meeting per year per member for good cause.

Allows physical presence requirement for voting to be waived by an elective body once annually per member if the vote occurs via video conference and absence is for good cause such as serious illness or family death.

Clarifies that public bodies may establish reasonable rules to minimize disruption during meetings while recording or broadcasting occurs.

Takes effect 90 days after enactment into law.
