Allows animal control shelters and animal protection shelters to conduct criminal history searches using ICHAT (Internet Criminal History Access Tool) before allowing individuals to adopt animals to screen for prior animal abuse offenses.

Protects shelters from liability if an ICHAT search fails to reveal an individual's criminal history for animal abuse offenses.

Exempts pet shops that partner with animal protection shelters by providing resources or facilities from performing adoptions independently, and shields them from liability for adoptions conducted by the partnered shelter.

Expands the definition of "animal" in adoption provisions to include all vertebrates except humans, broadening protections beyond the previous definition of mammals excluding livestock and rodents.

Commonly referred to as "Logan's Law" and became effective July 12, 2017.
