Amends Section 504 of the Natural Resources and Environmental Protection Act to require the department to keep land under its control open to hunting unless closed for public safety, fish/wildlife management, or homeland security concerns.

Requires the department to manage lands to support and promote hunting opportunities and maintain no net loss of acreage open to hunting.

Expands the no net loss requirement to apply to commercial forestland as defined in Section 51101, in addition to other department-controlled lands.

Requires annual reports by April 1 detailing locations and acreage of land closed to hunting and land opened to hunting to compensate for closures during the preceding year.

Prohibits the department from enforcing rules that prevent licensed individuals under 1927 PA 372 from carrying a pistol on department property in compliance with state law.
