Terminates all Michigan K-12 science standards and Common Core implementation, including the Michigan College and Career Ready Standards, and prohibits adoption of any national or multistate consortium standards.

Requires implementation of Massachusetts 2008-2009 academic standards (with Michigan references substituted) for kindergarten through grade 12 in English language arts, mathematics, science, and social studies beginning with the 2017-2018 school year.

Allows parents to opt their children out of any public school activity, practice, or testing without negative repercussions or financial impact to the child, parent, or school.

Permits school districts and public school academies to develop their own fundamental academic curriculum that may vary from state standards, with no state financial penalties for using different standards.

Requires department to implement assessments based on Massachusetts 2008-2009 assessments, prohibits revision for at least 5 years, and mandates legislative approval by concurrent resolution before implementation; assessments cannot collect data on pupil values, attitudes, beliefs, or medical/behavioral/mental/biometric information.
