Prohibits state agencies from adopting rules more stringent than federal standards unless the agency director determines there is clear and convincing need to exceed the federal standard, except for emergency rules.

Requires agencies to prepare detailed regulatory impact statements before adopting rules, including analysis of costs to businesses and individuals, small business impacts, and comparison to federal standards.

Mandates agencies electronically submit proposed rules to the legislative service bureau for certification within 21 calendar days and transmit copies to legislative committees within 1 year of the final public hearing.

Clarifies that guidelines, operational memoranda, bulletins, and interpretive statements are advisory only and cannot be enforced or given the force of law by agencies or courts.

Takes effect January 1, 2019.
