Amends the Mental Health Code to require community mental health services programs to prioritize services for children requiring mental health treatment who are placed in residential foster care by the department.

Maintains existing priorities for individuals with the most severe forms of serious mental illness, serious emotional disturbance, and developmental disability, as well as those in urgent or emergency situations.

Allows services to be directed to individuals with other mental disorders meeting criteria in the Diagnostic and Statistical Manual of Mental Disorders published by the American Psychiatric Association, and permits services for prevention of mental disability and promotion of mental health.

Requires that resources specifically designated for services to individuals with dementia, alcoholism, substance use disorder, or mental health prevention and promotion be used for those specific purposes.

Takes effect 90 days after enactment.
