• Amends appropriations provisions of the State School Aid Act of 1979 for fiscal year ending September 30, 2018, replacing previous fiscal year 2017 provisions.

• Changes fiscal year 2018 appropriations from state school aid fund ($12,052,309,300), general fund ($218,900,000), and community district education trust fund ($72,000,000) to $0.00 from each source.

• Removes appropriation of not more than $100.00 from the water emergency reserve fund for fiscal year 2018.

• Maintains allocation procedures requiring general fund appropriations to be expended before state school aid fund appropriations, with unexpended general fund allocations transferred to the school aid stabilization fund.

• Preserves existing payment schedule and procedures under Section 17b, including monthly installment distribution to districts by the state treasurer on specified dates (October through August).
