Allows drivers to pass vehicles on the right only under specific conditions: when the overtaken vehicle is making a left turn, on multi-lane streets/highways with unobstructed pavement, or on one-way streets with sufficient width for multiple lanes of traffic.

Requires drivers passing bicycles to maintain a minimum distance of 3 feet to the right of the bicycle, or if impracticable, to pass at a safe distance at a safe speed.

Prohibits drivers from passing vehicles on the right by driving off the pavement or main-traveled portion of the roadway.

Establishes that violators of these passing requirements are responsible for a civil infraction.

Takes effect August 1, 2019.
