Allows single-family residences to be used for home occupations providing instruction in crafts or fine arts, with existing regulations on noise, advertising, traffic, and hours of operation still permitted.

Establishes the "Homestead Subsistence Farming Act" as a lawful use in residential zones where structures are lawfully used as residences.

Permits production of farm products (fruits, vegetables, dairy products, and reasonable numbers of poultry, livestock, or other farm animals) on residential property for resident consumption or transfer without requiring special use or conditional use permits.

Defines "transfer" to include de minimis value food stand sales, authorized above-minimal value sales under other laws, trading, and sharing of farm products.
