Removes reference to section 2567 and allows county automation funds to receive deposits "as provided by law" instead of through a specific statutory section.

Establishes fund balance caps for county automation funds: $50,000 maximum for counties with 100,000+ population and $20,000 maximum for counties with less than 100,000 population.

Requires excess amounts in automation funds above the caps to be deposited into the county general fund by the end of each fiscal year for technology upgrades as determined by the county board of commissioners.

Requires county registers of deeds to use automation fund fees for upgrading technology in their offices, with priority given to improving search capabilities.

Eliminates provisions requiring registers of deeds to submit progress reports to the legislature four years after implementation.
