Allows drain commissioners or drainage boards to add lands from new counties to existing drainage districts or remove lands resulting in county removal from intercounty drainage districts based on petitions signed by 50% of affected landowners or authorized municipalities.

Requires the director of agriculture and rural development to call a meeting of the drainage board including commissioners from all affected counties to review proposed boundary changes and determine if additions or removals are just and equitable.

Establishes notification procedures requiring at least 10 days' advance notice by first-class mail and newspaper publication to affected property owners, cities, villages, and townships before drainage district boundary revision meetings or review days.

Allows affected landowners, the state transportation department, and municipalities to challenge boundary revision decisions in circuit court within 10 days, with decisions subject to review based on substantial, material, and competent evidence.

Effective immediately upon the Governor's approval on June 28, 2017.
