Increases motorcycle endorsement fees from $16.00 (original) and $7.00 (renewal) with $10.00 of original and $3.00 of renewal fees directed to motorcycle safety education program.

Creates motorcycle safety and education awareness fund within state treasury, funded by $2.50 from each original motorcycle endorsement and $2.00 from each renewal endorsement.

Increases motorcycle registration tax from $25.00 to $25.00 with $5.00 (instead of previous $3.00) directed to motorcycle safety fund for motorcycle safety education programs under sections 312b and 811a.

Increases vehicle registration taxes effective January 1, 2017, including new $30.00-$100.00 fees for hybrid electric vehicles and $100.00-$200.00 fees for nonhybrid electric vehicles based on vehicle weight.

Adds regulatory fee of $2.25 per vehicle and transportation administration collection fee of $5.75 per vehicle (through October 1, 2019) for traffic safety and highway administration purposes.
