Allows surviving spouses of totally disabled veterans to use and renew disabled veteran registration plates after the death of the veteran in the same manner as the veteran could.

Requires surviving spouses to apply for vehicle registration before using or renewing a disabled veteran plate, where applicable.

Permits the secretary of state to issue a disability tab (adhesive wheelchair symbol) to disabled persons with a special registration plate, free of charge.

Requires the same proof of disability status for the disability tab as is required for a permanent windshield placard under section 675.

Makes misuse of a disabled veteran registration plate or disability tab on an unauthorized vehicle or by an unqualified person a misdemeanor; takes effect 180 days after enactment.
