Appropriates $101,000,000 total for various state departments and agencies for fiscal year ending September 30, 2017, consisting of $100,000,000 in federal funds and $1,000,000 in state general funds.

Allocates $100,000,000 in federal funds to the Department of Environmental Quality for water infrastructure improvements under the Water Infrastructure Improvements for the Nation Act, with projects to be completed by September 30, 2021.

Appropriates $1,000,000 in state general funds to the Legislature for general operations of the State Capitol Historic Site, to reimburse the senate and house for a prior Capitol improvements transfer.

Requires the Department of Environmental Quality to submit quarterly reports by June 15, September 15, December 15, and March 15 detailing expenditures, lead service line replacements, project completion timeline, and remaining available funds.

Takes effect immediately upon approval by the Governor on May 8, 2017.
