School district and public school academy boards must install and maintain adequate internet filtering on all telecommunications access devices to prevent viewing of harmful content by students and staff at school.

Boards must adopt and implement a policy requiring safe technology utilization and digital citizenship throughout their schools.

Schools must provide education and awareness programs for students and staff on safe technology utilization and digital citizenship to promote smart media and online choices.

"At school" includes conduct on school premises, school buses, school-sponsored activities, and off-premises use of school-owned or school-controlled telecommunications devices.

"Digital citizenship" is defined as norms of appropriate, responsible, and healthy technology behavior including digital literacy, ethics, etiquette, and security; effective 90 days after enactment.
