Requires school districts and public school academies operating elementary schools to provide at least 90 minutes per week of music instruction taught by a certificated teacher with JX or JQ endorsement for grades K-5.

Requires at least 90 minutes per week of visual art instruction taught by a certificated teacher with LX, LQ, or LZ endorsement for grades K-5.

Mandates staffing of at least one music teacher (JX or JQ endorsement) per 400 pupils and at least one art teacher (LX, LQ, or LZ endorsement) per 650 pupils in grades K-5.

Requires adoption of specific curricula for both music and art, and maintenance of dedicated physical spaces for music and visual art instruction with appropriate materials and tools.

Requires establishment of separate dedicated budgets for music and art instruction in grades K-5, effective 90 days after enactment beginning with the 2017-2018 school year.
