Adds catastrophic claims association created under Insurance Code section 3104 (MCL 500.3104) as a public body subject to the Open Meetings Act.

Requires all meetings of the catastrophic claims association to be open to the public, with attendees permitted to tape-record, videotape, and broadcast proceedings without prior approval.

Clarifies that public bodies must make all decisions at meetings open to the public and that all deliberations by a quorum must occur at public meetings except for specific exempted bodies.

Exempts the catastrophic claims association from the general exemption that applies to other insurance associations formed under the Insurance Code, making it subject to open meeting requirements.
