Amends 1954 PA 188 to authorize townships to make improvements and finance them through special assessments and bond issuance.

Adds construction, improvement, and maintenance of existing private utility services (water and sanitary sewer) as allowable improvements, but only for townships with a population exceeding 50,000.

Permits sound attenuation walls, pavement, or other sound mitigation treatments as improvements unless more than 20% of affected property owners file written objections; requires 50% owner approval by petition if objections are filed.

Requires written approval from the state transportation department or county road commissioners before improving state or county roads, and written approval from county drain commissioners before improving lakes, ponds, rivers, streams, or other bodies of water.

Takes effect 90 days after enactment, contingent upon passage of two other bills from the 99th Legislature (Senate/House Bills with request numbers 02081'17 and 02129'17).
