Prohibits local governments and law enforcement agencies from operating motor vehicle storage facilities or towing operations beginning September 30, 2018.

Prohibits local governments and law enforcement agencies from accepting any financial or other consideration from authorized vendors that operate motor vehicle storage facilities.

Prohibits local governments and law enforcement agencies from requiring authorized vendors to deliver motor vehicles to storage facilities operated by different authorized vendors.

Allows existing operations to continue if a local government or law enforcement agency was already operating a storage facility or accepting consideration from vendors as of the effective date.

Permits local governments and law enforcement agencies to continue operating storage facilities if a request for proposals yields no bona fide bid, subject to civil fines up to $1,000 per day (maximum $10,000) and injunctive relief for violations.
