Establishes automatic 7-year sunset provision for all rules promulgated after the effective date, after which rules are rescinded unless extended by the legislature.

Exempts rules required by federal law and rules promulgated under statutes that explicitly opt out of the sunset requirement.

Allows agencies to request a single legislative extension of up to 7 years for sunset rules through written request to the legislature, with rules remaining in effect during legislative consideration.

Requires agencies to submit 10% of existing rules in effect to the legislature annually for 10 years, accompanied by small business impact and regulatory impact statements, for legislative approval to continue.

Takes effect January 1, 2018.
