Amends 1954 PA 188 to modify the petition and objection requirements for township improvements under special assessment districts.

Adds improvement type (q) to the list of improvements that can be authorized when written objections are filed by property owners representing more than 20% of total land area in the proposed special assessment district.

Requires a petition signed by record owners of more than 50% of total land area (or frontage for road/bicycle path/sidewalk improvements) to proceed with an improvement if objections are filed or if the township board requires a petition.

Clarifies that record owners are determined by register of deeds office records as of the petition filing date or hearing date, and excludes lands not subject to special assessment and lands within public highways or alleys from area calculations.

Takes effect 90 days after enactment and is contingent upon the enactment of HB 4359 and HB 4371.
