Establishes the "Accessible and Affordable Water Act" declaring that individuals have the right to safe, clean, affordable, and accessible water for human consumption, cooking, and sanitary purposes.

Requires all state departments and agencies to employ reasonable means to implement this right by revising, adopting, or establishing policies, regulations, and grant criteria that establish water affordability criteria.

Specifies that departments and agencies must implement affordability criteria to the extent such actions do not affect eligibility for federal funds.

Clarifies that the act does not expand state obligations to provide water or require expenditure of additional resources for water infrastructure development beyond existing subsection (2) obligations.

Limits the act's application to water supplies for individuals rather than new development, and specifies that implementation does not infringe on the rights or responsibilities of any public water system in the state.
