Allows school districts to employ uncertified substitute teachers for grades K-8 assignments lasting 30 consecutive school days or less if they have at least 60 semester hours of college credit or an associate degree, lowered from the previous 90 semester hour requirement for all substitute positions.

Permits school districts to employ individuals without teaching certificates in counseling roles if they meet one of three qualification pathways: holding a valid teaching certificate with school counseling endorsement, completing an approved master's degree program with specified coursework and passing the guidance counselor examination, or having 5+ years of out-of-state school counseling experience and passing the guidance counselor examination.

Requires school districts employing uncertified individuals in counseling roles to comply with background check and credentialing requirements (sections 1230 and 1230a) equivalent to those required for certified teachers.

Mandates intermediate superintendents notify the state superintendent of public instruction of any uncertified teachers or unqualified counselors employed in violation of certification requirements, including employee names, school district, and duration of employment.

Takes effect 90 days after enactment.
