Requires the commission to order secret ballot elections every 2 years in certified public employee bargaining units, beginning from the later of the bill's effective date or the initial certification date.

A certified bargaining representative retains certification if it receives a majority of votes cast and that majority represents at least 50% of employees in the unit.

Terminates a bargaining representative's certification if it fails to receive votes representing both a majority of votes cast and 50% of all unit employees.

If certification is terminated, the existing collective bargaining contract remains in effect for the remainder of its term except provisions related to union security, dues, fees, grievance procedures, and arbitration.

Effective date is 90 days after enactment into law.
