Restricts ownership of pain management facilities to physicians only, with limited exceptions for existing facilities operating before the effective date unless sanctioned for controlled substance violations.

Mandates that a physician with pain management certification or equivalent qualifications be physically present at the facility for at least 50% of patient care hours, beginning one year after the law's effective date.

Sets annual licensing fee of $1,000.00 for pain management facilities and clarifies their classification as health facilities subject to state licensure and regulatory oversight under the Public Health Code.
