Allows school districts to employ substitute teachers without teaching certificates if they have at least 60 semester hours of college credit or an associate degree.

Permits substitute teaching in industrial technology and career/technical education programs for individuals with demonstrated expertise in the subject, a high school diploma, and at least 2 years of professional experience in that field within the preceding 10 years.

Requires school counselors to complete at least 25 hours of professional development in college preparation/selection and at least 25 hours in career counseling (including minimum 5 hours on military career options) for credential renewal beginning February 6, 2020.

Establishes that individuals can serve as school counselors if they hold a valid teaching certificate with school counseling endorsement, complete an approved master's degree program with specified coursework and pass an examination, or have 5 years of counseling experience in another state within the preceding 7 years plus pass the department's examination.

Effective date: March 20, 2019.
