Allows retired teachers and administrators to work as school renewal coaches or high impact leadership facilitators at public school reporting units without forfeiting their retirement allowance or health care subsidy if employed as part of a federally-funded school leadership support program.

Requires reporting units to pay 100% of contribution rates for unfunded actuarial accrued liabilities for retiree health care and pension benefits for retirants employed under this provision.

Prohibits retirants from using compensation or service from this employment to recompute their retirement allowance.

Applies only to retirants who retired after June 30, 2010 and on or before the bill's effective date, and requires reporting units to report engagement of these coaches and facilitators to the retirement system.

Specifies the school leadership support program must provide professional development for elementary school leaders, place trained coaches in project schools, and apply proven school renewal and leadership practices.
