Creates the "Sheriff Patrol Assistance for Financially Distressed Communities Program Act" within the Department of Treasury to provide grants to eligible counties.

Defines eligible counties as those that reduced sheriff's deputy force by at least 5 deputies between 2007 and 2017 due to financial constraints.

Grants fund no more than 4 full-time sheriff's deputy positions per county and require counties to enter shared service agreements to provide uniform law enforcement services to cities, villages, and townships at agreed-upon reimbursement rates.

Grant funding is provided for 3-year periods with counties eligible to reapply after the 3-year period ends; payments are made monthly and are in addition to other state funding.

Takes effect 90 days after enactment.
