Increases penalties for illegally importing cervid carcasses or parts from other states or provinces, raising the fine to $500 to $2,000 and allowing imprisonment up to 90 days.

Exempts certain cervid parts from importation restrictions, including hides, deboned meat, finished taxidermy products, cleaned teeth, antlers, and antlers attached to cleaned skullcaps.

Establishes enhanced penalties for repeat violations of wildlife laws within 5 years, with imprisonment of 10 to 180 days and fines of $500 to $2,000.

Maintains existing penalty structures for other wildlife violations, including game animals, protected animals, waterfowl, bear, deer, wild turkey, moose, and elk.

Becomes effective January 10, 2018, 90 days after Governor approval on October 12, 2017.
