Grants the committee authorized by each house to receive and review auditor general reports the authority to subpoena and inspect records and files from state and local government departments, boards, institutions, and agencies.

Requires an affirmative vote by a majority of committee members, with at least 1 affirmative vote from a minority party member, to issue subpoenas or authorize inspection of records.

Mandates service of subpoenas at least 7 days before the production date unless a shorter period is approved by majority vote with minority party support.

Specifies that providing records to a committee does not constitute public disclosure and allows closed sessions to review confidential materials, with attendance limited to committee members, clerk, legal counsel, and necessary personnel.

Defines "informed vote" as a vote occurring after legal counsel advice and at least 72 hours after written notification to the committee clerk and both parties' legal counsel, and defines "local unit of government" to include counties, cities, villages, townships, school districts, and community college districts.

Takes effect 90 days after enactment.
