Amends Section 44 of 1933 PA 18 to require housing commissions to adopt and implement a policy offering current disabled tenants a right of first refusal to relocate to available dwelling units on lower floors within the same housing project.

Defines "disabled tenant" as a tenant who qualifies as a disabled person under the Michigan Vehicle Code (MCL 257.19a), excluding those disabled only due to blindness.

Maintains existing duties of housing commissions including renting only to persons of low income, setting affordable rentals, limiting unit size to prevent overcrowding, enforcing income limits per federal requirements, and prohibiting subletting.

Clarifies that nothing in this section limits a borrower's ability to grant an obligee or trustee the right to appoint a receiver in case of default, free from the restrictions imposed by this section or Section 27.

Takes effect 90 days after enactment into law.
