Amends Michigan's environmental protection law to create an exemption for farm operations managing portable toilets and associated domestic septage equipment used for farm laborers.

Farm operations meeting specified conditions are exempt from septage waste licensing and vehicle licensing requirements when managing portable toilets, septage equipment, and storage facilities.

Establishes conditions for the exemption including: portable toilets must comply with field sanitation standards, no environmental release of septage, secure fastening of equipment, no storage exceeding 60 days or 3,000 gallons, and no transport on limited access highways.

Prohibits farm operations from transporting domestic septage in tanks larger than 450 gallons on public roads and requires use of licensed septage waste servicers for final disposal at receiving facilities.

Directs the Department of Agriculture and Rural Development to publish field sanitation and food safety requirements and spill preparedness guidance applicable to the farm exemption.

Takes effect 90 days after enactment (September 27, 2018).
