HB 4447 Summary

• Creates the "Local Government Professional Services Selection Act" to establish procedures for local units to procure architectural, engineering, and land surveying services.

• Requires local units without satisfactory existing relationships with service providers to publish notices requesting statements of interest, qualifications, and performance data from interested firms.

• Mandates local units evaluate firms based on qualifications, professional personnel ability, past record and experience, and other applicable qualifications-based factors, then rank the most qualified firms.

• Requires local units to negotiate contracts with the highest-ranked firm at fair and reasonable compensation, and if unsuccessful, proceed sequentially to the next-ranked firm until an agreement is reached.

• Allows local units to waive these requirements when an emergency exists requiring expedited firm selection or when the project cost is less than $25,000.
