Creates a civil fine of $330 for carrying a concealed pistol in violation of subsection (2) if the person's concealed pistol license expired no more than 6 months before the violation and the person is eligible to obtain a new license.

Eliminates the civil fine if the person obtains a renewal concealed pistol license within 60 business days after the violation.

Maintains existing felony penalties for violations of section 227, with imprisonment up to 5 years or fines up to $2,500, except where the new civil fine provisions apply.

Applies the new civil fine provision only to persons whose prior concealed pistol license expired within 6 months of the violation and who remain eligible for licensure.
