Increases the state benefit payment from $25,000 to $50,000 for public safety officers who die or become permanently and totally disabled due to line-of-duty injuries.

Benefit payment prioritizes surviving spouse first, then dependents, then the officer's estate (in case of death) or care-providing entity (in case of permanent disability).

Expands the definition of "dependent" to include individuals who are permanently and totally disabled and substantially reliant on the deceased officer's income.

Clarifies that "direct and proximate" means the antecedent event is a substantial factor in the resulting death or disability.

Benefit must be paid in addition to any other benefits the recipient receives due to the officer's death or disability, and takes effect 90 days after enactment.
