Automatically rescinds any administrative rule promulgated after the effective date of this amendment 7 years after the date it is promulgated, unless an exception applies.

Exempts rules required by federal law and rules promulgated under statutes that expressly exclude this automatic rescission provision from the 7-year rescission requirement.

Allows agencies to request a one-time extension of up to 7 years beyond the initial rescission date by submitting a written request to the committee before the rescission date.

Requires the committee to approve extension requests and may require agencies to provide necessary information to support their extension request.

Takes effect January 1, 2018.
