HB 4531 Summary

• Department of Health and Human Services shall develop or approve concussion awareness training program in electronic format covering nature and risks of concussions, removal criteria, and risks of unreported concussions.

• Organizing entities sponsoring youth athletic activities must ensure coaches, employees, and volunteers complete concussion training once every 3 years unless the department recommends more frequent training.

• Coaches must immediately remove youth athletes suspected of sustaining a concussion and prohibit return to activity until evaluated by an appropriate health professional and cleared in writing.

• Organizing entities must provide concussion educational materials to youth athletes and parents, obtain signed acknowledgment of receipt, and maintain records of clearance documents.

• Bill exempts private nonprofit multisport interscholastic athletic associations with substantially similar or more stringent concussion protocols and exempts entities where athletic participation is incidental to the program's primary focus.
