Amends section 255 of the Michigan Vehicle Code to clarify that vehicle registration plates are not required to be displayed until 30 days after initial registration or renewal, with printed or electronic copies of registration serving as proof of valid registration.

Establishes that violation of registration plate display requirements is a civil infraction, except for commercial vehicles registered by gross vehicle weight which face misdemeanor charges with penalties of up to 90 days imprisonment or $500 fine.

Creates specific penalties for vehicles licensed under the international registration plan operating without valid registration due to nonpayment, including misdemeanor charges (up to 90 days or $100 fine), vehicle impoundment, and lien enforcement procedures.

Allows police officers to impound vehicles without valid international registration and establishes a process for unpaid judgments to be certified to prosecuting attorneys for chattel mortgage foreclosure proceedings.

Effective date set for June 12, 2018 (90 days after enactment on March 13, 2018).
