HB 4549 Summary

• Amends the Public Health Code to change "shall" to "must" in Section 16141(2) regarding payment of committee and board expenses from legislatively appropriated funds.

• Adds language to Sections 16141(3) and 16145(2)-(3) clarifying that boards and the department cannot promulgate rules for licensure, registration, or examination of health professionals except as otherwise provided in the article.

• Exempts individuals who obtained a master's degree in psychology before June 30, 2010 and have continuously held a temporary limited license since initial grant from the requirement to take an examination to obtain a limited license, if they apply before December 31, 2017 and have no disciplinary sanctions.

• Modifies Section 18223 to require limited license applicants to have 1 year of supervised postgraduate experience in an organized health care setting, with supervision allowed by a master's-level psychologist with 3+ years of experience if a fully licensed psychologist is unavailable.

• Takes effect 90 days after enactment.
