Changes "assure" to "ensure" in Section 3106 regarding department authority to issue permits for discharges affecting water quality.

Establishes that pipelines transporting crude oil or petroleum are not exempt from and must comply with Part 5 of the Water Resources Protection Rules (R 324.2001 to R 324.2009).

Requires pipelines located on Great Lakes bottomlands to be operated without posing threats to public health, safety, welfare, environment, or public trust in Great Lakes waters, with department inspection on a regular basis.

Creates Part 618 Pipeline Spill Emergency Response requiring pipeline owners/operators to prepare and submit emergency response plans to the department and Michigan Public Service Commission containing information under 49 CFR 194.

Mandates pipeline owners/operators conduct release response drills at department-determined frequency, immediately notify the department and affected property owners of any pipeline releases, and allows the department to promulgate implementing rules.
