Establishes the "Campus Free Speech Act" to protect free speech and assembly rights on campuses of public universities and community/junior colleges in Michigan.

Restricts public institutions of higher education from limiting expressive conduct (peaceful assembly, protest, speech, literature distribution, sign-carrying, petition circulation) in public campus areas unless the restriction meets a compelling governmental interest, is the least restrictive means, leaves ample alternatives, and allows spontaneous assembly and literature distribution.

Allows aggrieved individuals and the attorney general to bring court actions for violations, with remedies including reasonable court costs and attorney fees, injunctive relief, and actual damages or $1,000 (whichever is greater) for individuals.

Establishes a one-year statute of limitations for legal actions, with the cause of action accruing each day a violation persists or a violating policy remains in effect.
