Amends Michigan's criminal sentencing guidelines (MCL 777.13k) to remove the felony offense of "disclosing confidential information – abortion" (MCL 333.2835(9)) from the sentencing guidelines table.

Eliminates the Class G felony provision that previously carried a maximum sentence of 3 years for unauthorized disclosure of confidential abortion information.

Adds five new health-related felonies to the sentencing guidelines, including crimes related to embryo/fetus research, unauthorized research on dead embryos/fetuses, abortion to obtain fetal tissue, sale or delivery of fetal tissue, and financial benefiting from fetal tissue access.

Adds two additional health-related felonies to the guidelines: unauthorized disclosure of social security numbers (Class F, 4-year maximum) and AIDS transmission through uninformed sexual contact (Class F, 4-year maximum).

Takes effect 90 days after enactment, conditioned on passage of House Bill 4592 (tie-bar provision).
