• Mandates annual financial reports due July 1 each year disclosing assets, liabilities, receipts, salaries and disbursements to officers and employees earning over $10,000, loans, and other financial transactions.

• Requires bargaining representatives to make all filed information available to their members and report any changes in required information when filing annual financial reports.

• Establishes civil penalties of up to $500 for violations, enforceable by the Attorney General or county prosecutors, with fines credited to the state general fund; takes effect 90 days after enactment.
