Amends Michigan's disaster and emergency contingency fund provisions to establish maximum grant amounts based on population: $250,000 for municipalities under 25,000; $500,000 for those 25,000-75,000; and $1,000,000 for those over 75,000.

Caps assistance grants at the lesser of the population-based amounts or 10% of the county or municipality's total annual operating budget from the preceding fiscal year.

Requires counties and municipalities to exhaust local funds first, then apply by resolution certifying implementation of their emergency operations plan and exhaustion of local efforts.

Limits reimbursable expenditures to public damage, direct losses from the disaster or emergency, employee disaster-related expenses outside normal duties, and mitigation costs substantiated by a disaster assessment team.

Takes effect only if House Bill 4609 of the 99th Legislature is enacted into law; became effective June 28, 2018.
