Creates the Trial Court Funding Commission within the Department of Treasury to review and recommend changes to the trial court funding system in light of the Michigan Supreme Court's decision in People v. Cunningham (2014).

Commission shall consist of 13 members appointed by the governor, including nominees from the State Bar of Michigan (2), Michigan Municipal League, Michigan Townships Association, Michigan Association of Counties, State Court Administrative Office, governor (2), speaker of the house (2), senate majority leader (2), Michigan Judges Association, and Michigan District Judges Association.

Commission members must have significant experience or involvement in Michigan courts and good moral character, and cannot have been charged with felonies or misdemeanors involving controlled substances, theft, dishonesty, or fraud.

Commission shall review and recommend changes to trial court funding methods, the ways courts impose and allocate fees and costs, and necessary statutory changes; file a final report to the governor, senate majority leader, and speaker of the house within 2 years of the effective date.

Act becomes effective September 28, 2017 and automatically repeals upon submission of the final report or 2 years after the effective date, whichever occurs first.
