Appropriates $2,000,000 in supplemental funding for the fiscal year ending September 30, 2017, from the State Trunkline Fund.

Allocates the entire $2,000,000 appropriation to the State Transportation Department for improvements at the interchange of M-53 and 23 Mile Road in Macomb County.

Specifies that funds shall be used to improve traffic flow, reduce congestion, and improve safety at the M-53 and 23 Mile Road interchange.

Requires all appropriations and authorized expenditures to be subject to the Management and Budget Act, 1984 PA 431 (MCL 18.1101 to 18.1594).

States that total state spending from state resources under this act is $2,000,000 and no funds are allocated to local units of government for fiscal year 2016-2017.
